Dissolving Culcheth and Glazebury Parish Council is one of four options in a borough council survey open until 30 November. No recommendation has been made yet.

Residents of Culcheth and Glazebury are being asked whether their parish council should carry on as it is, change, or be abolished.

Warrington Borough Council has opened a Community Governance Review of the parish. Its public survey runs until midnight on Monday 30 November. (Warrington Borough Council, 27 October 2026)

The four options

The survey asks people to give their views on four possible futures for the parish:

  • Option A: keep the existing arrangements
  • Option B: separate parish arrangements
  • Option C: changes to electoral arrangements, such as the number of councillors or parish wards
  • Option D: dissolve the parish council

(Survey, Warrington Borough Council)

It also asks how people identify with their community and what their priorities are. The council says it takes around 10 minutes.

What the review can and cannot change

A Community Governance Review is the legal process a borough council uses to change parishes. This one can look at:

  • creating, abolishing, merging or dividing parishes
  • changing parish boundaries
  • creating or dissolving parish councils
  • the number of councillors and parish wards
  • the parish’s style, such as town, village, community or neighbourhood

It cannot deal with how the parish council is run day to day. That rules out its meetings, committees, policies, staff, budget, spending, the parish precept and councillors’ conduct. The survey says comments on those matters can still give “useful context” about how residents feel, but cannot be acted on through the review.

The council’s release does not say what prompted the review. Warrington has run reviews before under the same law, for Penketh and for Poulton-with-Fearnhead and Winwick.
